The City of Vaughan is one of the fastest growing municipalities in Canada. It is home to distinct and diverse communities with a strong local economy, making Vaughan an attractive place to live, work and play. There are many progressive initiatives underway in Vaughan, including major investments in transit, transportation, the healthcare sector, and its new downtown; the Vaughan Metropolitan Centre. With plans for significant growth and investment over the next 35 years, the City is undertaking a City-wide comprehensive review of its Zoning By-law.

What is a Zoning By-law?

A Zoning By-law regulates the use of land and buildings. It provides specific standards for how development and construction can occur on a property. It is an important regulatory tool that contributes to the built form and function of the City.

Stakeholder Advisory Group


The community engagement strategy for the City of Vaughan’s Comprehensive Zoning By-law Review is to provide various opportunities for agencies, staff, local stakeholders and members of the community to get involved in the project. Key to this strategy is the selection of a Stakeholder Advisory Group (SAG), which will have a mandate to provide input on zoning matters to the project team over the course of the project.

The SAG will be a group of 12-18 individuals that represent different interests and different points of view within the City. The SAG will act as a sounding board for the project team, providing input on emerging zoning issues as well as on the form and function of the Zoning By-law as it evolves from a draft to final form. The mandate of the SAG will be to act as an advisory group, and it will function in accordance with clear Terms of Reference that will be reviewed and endorsed by the SAG during the first meeting. Due to the limited number of positions available, we have attached an application form that should be completed and submitted to the City. We will review all applications equitably. We ask that you submit your application to the City by March 16, 2018.

The City of Vaughan is undertaking a City-wide comprehensive review of its Zoning By-law that aims to create a progressive By-law with updated, contemporary uses and standards.

The City’s Official Plan (VOP 2010) is in place to help shape the future of Vaughan and guide its continued transformation into a vibrant and sustainable city of the future. The new Zoning By-law will implement the Official Plan and accurately reflect the intent of policy direction under one consolidated, streamlined Zoning By-law.  


  • To implement the VOP 2010 in accordance with provincial legislation.
  • To create a more progressive Zoning By-law that reflects the City’s transformation into a vibrant and sustainable place
  • To respond to emerging urban issues and contemporary urban development trends.
